As per <a href=\"https:\/\/www.nyc.gov\/html\/om\/html\/97\/sp478-97.html\" target=\"_blank\" rel=\"noopener\">New York City press release #478-97<\/a>: \u201cAll of New York City will be having a back-to-school sale.\u201d Clothing under $100 an article, no state or city sales tax, September 1\u20137. During sale week, Giuliani declared it \u201cChristmas in September.\u201d\r\n\r\nThis wasn\u2019t the first run: New York enacted the exemption in 1996 and held its first tax-free clothing week the following January. September was the back-to-school edition.\r\n\r\nAnd it wasn\u2019t really about school. <a href=\"https:\/\/taxfoundation.org\/taxedu\/glossary\/sales-tax-holiday\/\" target=\"_blank\" rel=\"noopener\">New Jersey doesn\u2019t tax clothing<\/a>, and New Yorkers noticed. They crossed the bridge for jeans and took the rest of the cart with them\u2014a leak the city\u2019s own Economic Development Corporation figured at <a href=\"https:\/\/www.nyc.gov\/html\/om\/html\/97\/sp478-97.html\" target=\"_blank\" rel=\"noopener\">$700 million per year in clothing, $3.5 billion for all purchases<\/a>.\r\n<h2 style=\"margin-top: 30px\">The First Test Flunks<\/h2>\r\nThen New York did something novel: It measured its own creation.\r\n\r\nThe state\u2019s Department of Taxation and Finance analyzed the effect. Clothing sales ran about $174 million above a typical week, a spike any marketer would take to the board. But <a href=\"https:\/\/journalistsresource.org\/economics\/sales-tax-holidays-research\/\" target=\"_blank\" rel=\"noopener\">the department\u2019s read<\/a> was that much of the volume \u201cwere not new sales generated by the exemption but sales that would normally have occurred during prior or later weeks.\u201d\r\n\r\nNot new demand. Borrowed demand. The first-ever back-to-school incrementality test, run by the government that invented the event, and it flunked.\r\n<h3>FOMO Race<\/h3>\r\nThe idea traveled; the finding didn\u2019t. Florida copied it in 1998, Texas in 1999. Michigan lawmakers, citing a <a href=\"https:\/\/stateline.org\/1999\/11\/25\/new-york-sales-tax-holidays-prove-popular-idea\/\" target=\"_blank\" rel=\"noopener\">20\u201325% sales bump across New York\u2019s holidays<\/a>, filed 10 exemption bills. By 2001, <a href=\"https:\/\/www.salestaxinstitute.com\/resources\/history-of-back-to-school-sales-tax-holidays\" target=\"_blank\" rel=\"noopener\">17 states were running their own<\/a>.\r\n\r\nThey read the spike, not the caveat, which was public. The FOMO compounded.\r\n<h2 style=\"margin-top: 30px\">The Inventor Walks Away<\/h2>\r\nThen New York quit.\r\n\r\nEffective March 1, 2000, the temporary holidays gave way to a permanent, year-round exemption on clothing and footwear under $110, timed so the state could still collect $150 million in sales tax over the preceding holiday season.\r\n\r\nThe exemption survived a budget crisis and suspension. The holidays never came back. The tax department publishes a bulletin headlined \u201c<a href=\"https:\/\/content.govdelivery.com\/accounts\/NYTAX\/bulletins\/204cad1\" target=\"_blank\" rel=\"noopener\">Back-to-School Savings: Enjoy a New York State Sales Tax Holiday Every Day<\/a>.\u201d\r\n\r\nThe state that invented the back-to-school sales tax holiday measured it, found it mostly moved demand around the calendar, and walked away. Twenty states play on with sales tax holidays of one kind or another; Florida\u2019s \u201cweek\u201d now runs for a month. Winning by a number they don\u2019t trust.\r\n\r\nNor is what\u2019s underneath much help: Across advertising generally, <a href=\"https:\/\/www.mediaocean.com\/news\/2026\/01\/21\/2026-advertising-outlook-report-release\" target=\"_blank\" rel=\"noopener\">only 10% of marketers<\/a> call their adtech fully connected across channels. Nine in ten are buying across a stack they cannot see end to end.\r\n<h2 style=\"margin-top: 30px\">The Counterfactual That\u2019s Left<\/h2>\r\nReturn to that Sunday night at 11:40 when the backpack hit the target price.\r\n\r\nSomewhere, a brand bids on the keyword. Somewhere, a retail media network serves an impression to the category. Somewhere, a CTV spot runs in a July back-to-school flight. On Monday morning, the sale appears in the dashboards, and nothing connects it to any of them. <a href=\"https:\/\/www.siteimprove.com\/blog\/zero-click-search-strategy\/\" target=\"_blank\" rel=\"noopener\">Zero-click synthesis<\/a> breaks attribution before the click fires, and where UCP closes the sale inside Google\u2019s own surfaces, the session, referral, and landing page an ad platform reads never surface.\r\n\r\n<a href=\"https:\/\/tinuiti.com\/blog\/commerce\/agentic-commerce\/\" target=\"_blank\" rel=\"noopener\">Tinuiti frames the question<\/a>: Did the agent decide, did it assist, or did it merely carry the transaction\u2014and did any upstream spend shape what it recommended?\r\n\r\nLast season\u2019s problem was an impression the stack could see but couldn\u2019t credit; stretch the lookback window and the credit finds its way home. This time, there\u2019s no impression to stretch a window over.\r\n<h3>The Visible Half Is Thriving<\/h3>\r\nReporting is appearing, sort of. <a href=\"https:\/\/help.shopify.com\/en\/manual\/online-sales-channels\/agentic-storefronts\" target=\"_blank\" rel=\"noopener\">Shopify\u2019s agentic storefronts<\/a> surface orders placed through ChatGPT, Copilot, and Google AI Mode, so the merchant can see which agent closes the sale. <a href=\"https:\/\/searchengineland.com\/google-analytics-ai-assistant-477544\" target=\"_blank\" rel=\"noopener\">Google Analytics added an AI Assistant channel<\/a> in May 2026, so the analyst gets a partial view. The merchant sees the agent-placed order, the analyst can kind of see it, and the advertiser who paid for the impression has no reporting surface to speak of.\r\n\r\nMeanwhile, the visible half of AI commerce is performing beautifully. AI-referred traffic to U.S. retail sites <a href=\"https:\/\/business.adobe.com\/blog\/ai-traffic-surge-retail-sites-not-machine-readable\" target=\"_blank\" rel=\"noopener\">converted 42% better than non-AI channels<\/a> in March, now the best-qualified traffic a retailer has. Although AI still accounts for <a href=\"https:\/\/www.marketingbrew.com\/stories\/AI-advertising-spend-usd-1-3-billion-digital-ads-sensor-tower\" target=\"_blank\" rel=\"noopener\">under 1% of total web traffic<\/a>, Q1 2026 traffic from AI sources to U.S. retail sites grew 393% year over year. The base is small (and growing); the blind spot isn\u2019t. When the agent finishes the job inside the conversation, the retailer gets the sale and no visit.\r\n<h3>Deliberation Moves; Fulfillment Doesn\u2019t<\/h3>\r\nThis isn\u2019t simply a migration from store to screen. <a href=\"https:\/\/nrf.com\/media-center\/press-releases\/majority-of-back-to-school-shoppers-get-a-head-start-on-the-season\" target=\"_blank\" rel=\"noopener\">College shoppers\u2019 online-purchase intent sits at 41%<\/a>, the lowest NRF has recorded since 2016, while about <a href=\"https:\/\/sgbonline.com\/exec-coresight-research-highlights-athleisure-as-top-back-to-school-trend\/\" target=\"_blank\" rel=\"noopener\">four in five purchases remain store-led<\/a>. Deliberation has moved into the conversation. Fulfillment is staying on the shelf.\r\n<h3>The List Doesn\u2019t Care What You Spend<\/h3>\r\nAll of which puts marketers back where New York stood in 1997, with fewer ways around the question. Back to school is the purest organic-demand baseline in retail.
